Dean has worked in local government for over 27 years. Originally from Huddersfield, he qualified as an Accountant with Kirklees Metropolitan Council. Since then he has held senior finance positions at a number of Councils including Barnsley MBC, Craven DC and Selby DC.
In 2006, he become Chief Finance Officer at Pendle BC, a role he undertook until 2012 when his role was expanded to include responsibility for various other parts of the Council including Housing and Economic Development. Following this stint as Head of Central and Regeneration Services, and upon the retirement of the Council’s Chief Executive, in April 2015 Dean was appointed to the role of Strategic Director and Head of Paid Service and then finally his current role as Chief Executive.
Since the Council established its joint venture arrangements with Barnfield Investment Properties (PEARL, PEARL2 and PEARL (BM)) as a way of continuing regeneration and development in Pendle, Dean has played an active part in the development of each joint venture and is currently the Company Secretary for each Company. Dean also has a keen interest in raising aspirations and educational outcomes of Children and provides a leading role on All-Age Skills, Education and Employment for Lancashire Chief Executives.
