Skills & Economic Intelligence Manager

Mehmood joined the Lancashire Skills and Employment Hub in June 2025, bringing over 14 years’ experience across higher education, applied analytics and strategic intelligence. As Skills and Economic Intelligence Manager, he leads the analysis and interpretation of labour market and economic insight that supports key priorities including the Local Skills Improvement Plan (LSIP), Adult Skills Fund (ASF), Skills Bootcamps and inclusive programmes such as Get Lancashire Working, Connect to Work and WorkWell.

Mehmood works across skills, employment and economic development to ensure decisions are driven by clear, consistent evidence. He leads development of the Lancashire Data Observatory, enabling shared insight into local needs, employer demand and programme impact, and supporting a more joined‑up approach across skills, employment and health. Alongside this, Mehmood translates complex data and policy into practical insight that strengthens targeting, demonstrates impact and supports responsive decision‑making.

Outside of work, Mehmood enjoys spending time with his family and is a committed supporter of Preston North End.
