Stephen Norman

 

As Quality and Compliance Manager, Stephen plays a key role in ensuring that programmes offered by the Lancashire Skills and Employment Hub, with a primary focus on Adult Skills Fund (ASF) are delivered to the highest standards, with delivery partners operating in full compliance.

Prior to this role, Stephen worked as a Project Officer for Skills Bootcamps, supporting the delivery of programmes that helped bridge the gap between local residents and high‑growth employers. Before joining the Hub, he spent over 10 years with the English Football League Community Trust, leading on programme development, quality assurance, and youth engagement across a range of local, regional, and national projects
